1. California and Taiwan have about the same population, and Taiwan is
at a much lower income level.  Nevertheless, Taiwan is handling the
financing and construction of nuclear power plants far better than
California is.  A document comparing the situations in the two places
might be useful.  Perhaps Chauncey Starr could get the facts or point
someone else to them.

2. Most likely the facts required for our description of the present
situation and our recovery plan are already available.  People who
have the information include
